I agree, it needs something since the apron sits on top of the skirt. You could use the buttonhole sitch or if that takes away from the skirt stitch you could use a simpler stitch like whipped backstitch.
I'm looking at mine and I agree, it looks a bit lost. My gut feeling is somewhat of a ruffle, cause that's what could have been on a real apron, but I think that's too much. I think I'm going to try to outline it, maybe. I'm very bad at whipped back stitch, totally remedial. I think I'm going to try to tackle her stitch hand tonight.
